I got my issue resolved. Just in case a non-Oracle process is locking it. I don't ask. You can see which process or DLL is being held by which process and then you can take specific action according to the situation.
Of course, I might have something specific installed which locks it. Find what has a lock on oci.dll (probably Distributed Transaction Coordinator). Delete the dll file using windows explorer.
